Legend has it that a celestial woman once appeared on this hill. She foretold that a Lord would one day build a pagoda here to pray for the country’s prosperity. As an answer to that call, Thien Mu Pagoda was built to be an iconic landmark of Hue and a center of Buddhist worship.
